New regulations on carrying liquids, aerosols and gels in cabin luggage

The Civil Aviation Authority informs that new rules for the screening of liquids, aerosols and gels at EU airports will come into force as of 31 January 2014 (Friday). According to new provisions of the Commission Implementing Regulation no. 246/2013 of 19 March 2013, the airport operator will conduct the screening upon entry to the airport security restricted area at least of:

• liquids, aerosols and gels purchased at the airport or on-board the aircraft and sealed in security-tamper evident bags (STEB) inside which satisfactory proof of purchase at airside at the airport or on board the aircraft is displayed and
• liquids, aerosols and gels to be used during the trip for medical purposes or a special dietary requirement, including baby food.

Liquids, aerosols and gels carried by passengers may be exempted from screening upon entry to the security restricted area:

• if the LAG is in an individual container with a capacity not greater than 100 millilitres or equivalent in one transparent resealable plastic bag of a capacity not exceeding 1 litre, whereby the contents of the plastic bag fit comfortably and the bag is completely closed; or
• if the LAG is sealed in a dedicated STEB upon purchase locally at the airport airside;
• if the LAG in a STEB originates from another EU airport or an aircraft of an EU carrier and is resealed in a dedicated STEB before leaving the security restricted area of the airport;
• if the LAG is screened locally with LEDS equipment airside and is then sealed in a dedicated STEB.Other LAG categories are not admitted to the security restricted area of the airport.

In practice, the changes arising out of the new regulations on the screening of liquids, aerosols and gels will basically apply to the procedures used by airport operators. They will affect passengers to a small extent.

So far a passenger was allowed to bring into the security restricted area:

• liquids, aerosols and gels in containers with a capacity not greater than 100 ml in one transparent resealable plastic bag of a capacity not exceeding 1 l;
• liquids, aerosols and gels to be used during the trip for medical purposes or a special dietary requirement, including baby food;
• liquids, aerosols and gels purchased at an EU airport on board an aircraft operated by an EU carrier, sealed in a STEB, within 24 hours from purchase;
• liquids, aerosols and gels purchased at an airport in a third country listed in Supplement 4-D (mainly Canada and USA), sealed in a safe bag, within 36 hours from purchase.

All the aforementioned categories of liquids, aerosols and gels were exempted from screening with LAGs screening equipment. The airport operator had no obligation to conduct the screening of liquids, aerosols and gels by means of special dedicated equipment.

As from 31 January 2014 a passenger is allowed to bring into the security restricted area of the airport:

• liquids, aerosols and gels in containers with a capacity below 100 ml in one resealable transparent plastic bag with a capacity of not excceding 1 litre (exempted from screening by means of dedicated equipment);
• liquids, aerosols and gels to be used during the trip for medical purposes or a special dietary requirement, including baby food (are subject to screening by means of dedicated equipment);
• liquids, aerosols and gels purchased at an EU airport or on board an aircraft operated by an EU carrier, sealed in a safe bag (partially exempted from screening by means of dedicated equipment);
• liquids, aerosols and gels purchased at an airport in a third country or on board an aircraft of a carrier of a third country, sealed in a safe bag (are subject to screening by means of dedicated equipment).

The airport operator has an obligation to conduct the screening of specific categories of liquids, aerosols and gels by means of special dedicated equipment.
