Pulkovo Airport Begins Negotiations on the Introduction of the Fifth Freedom of the Air

1-Pulkovo-Airport-Russia1St. Petersburg Pulkovo Airport begins negotiations with the Ministry of Transport of the Russian Federation on the introduction there of the fifth freedom of the air, which will allow foreign airlines to make stopover landings, increase the number of air passengers at Pulkovo and compete with such a hub as Helsinki airport. In Russia currently the fifth freedom works in Vladivostok only.

Pulkovo rises the introduction of the fifth freedom not the first time. In May 2014 the newspaper “Vedomosti” wrote that theme was submitted to the discussion group of Deputy Prime Minister Arkady Dvorkovich. According to the publication, if an idea of the fifth freedom is approved, Pulkovo should submit the application to the Ministry of Transport indicating the stakeholders in the project.

Another way to increase passenger traffic in Pulkovo could be the introduction of 72-hour visa-free regime for foreigners arriving to Saint-Petersburg. This measure could lead to at least 13 new routes and increase the number of passengers carried by about 1 million people. As of today visa-free stay for 72 hours is valid only for tourists arriving on cruise ships and ferries. Actually there was an attempt in 2013 to extend this rule for tourists coming to Saint Petersburg’s airport, however this document failed during the first reading in the Parliament. So the further destiny of this idea is not clear at the moment and Pulkovo airport can not count on it.

There are also plans to invest about €50 million in development of Pulkovo airport during 2015-2017 period. The project for development of airport’s infrastructure for 2015-2017 period includes construction of ground handling and maintenance facilities, terminal finger with two additional gates adjacent to «Pulkovo-1» building, two additional jet bridges in the international flights area bordering with the northern terminal finger as well as construction of the high-speed taxiways.

 

All those projects, plans and measures mentioned above should help Pulkovo to compete and become one of the leading stations in the area. We are confident that this airport will restore its popularity among business jet operators as well. Especially with its’ two terminals for General Aviation launched more than one year ago and accepting international operations without any limitations. Terminals are equipped to cater for all the needs of an FBO with comfortable passenger lounges, conference hall and duty free shop. Security procedures, customs control and immigrations formalities take the minimum time and with a high standard of service.
